Hello all,
I have setup the latest Fedora release on a spare PC, and everything
works OK so far. I can use VNC to view my Windoze PC from Linux, but want
to use VNC to connect to my Linux PC. What do you have to setup/change in
Linux to get the PC to function as a VNC server?

You must do the following:

1) Make sure the ports are open (I think vnc is port 5901 -- verify this!)
2) run vncpasswd *as a normal user*. I cannot emphasize that enough. If
you run this as root, you'll only be able to log in to your system via vnc
as root.
3) run vncserver

I should note that this requires a running X server on the target Linux
machine. This will work differently from when you vnc into a windows box,
in that this will start a whole new X session.

If that's not what you want, try x0rfbserver, which I've tried, but found to
be so slow (I have a cable line and my target had a cable line) it made me
want to cry, or try krfb/krdc in KDE.
